1999. Kosovo War. In a small Romanian village, the corrupt chief of the railway station, Doiaru, stops a train transporting NATO military equipment. While national officials vacillate over paperwork, Doiaru seems to have the upper hand. But soon, the soldiers’ liberating presence causes years of local frustration with his methods to come to a head.
